So the PSP has two games off the top of my head that are English, Sweet Fuse and Hakuoki. There's a ton of Japanese PSP ones for that console but at this point if any get ported over they will probably be for PS Vita. There's also Persona 3 Portable, that is half an otome game. From what I heard, it has the mechanics but it's not what the whole game is about.
Nintendo DS has a few fan translated otome games, namely the hugely popular Tokimeki Memorial: Girl's Side series, although nothing official has ever been released sadly. Really wish they would, I would snatch all three up in a heartbeat. Officially out, there is Princess Debut and I hear all of the Imagine series are similar but they are aimed more at a very young audience. There is also Sprung which I think is a western otome game attempt by Ubisoft really early on (before the otome games arrived on mobile in the west) but honestly it wasn't that good to me. Anyway, all of these games would probably be difficult to get your hands on now that NDS is old news.
PS3 and 3DS has one game I know of which is Hakuoki.
PS Vita I know have Norn9 and Code Realize and if I remember right the upcoming re-release of Hakuoki with additional characters. All of these are by Idea Factory.
So, I think my suggestion would be to go with the PS Vita at this point since any port of past games will probably be ported over to that. And old PSP games may be available digitally for the Vita (I double would check before you buy though). No matter what though, I wouldn't expect a lot of otome games to be available for consoles in English. =/
